1.1              GENERAL: The specifications and regulations contained herein are intended for the orderly conduct of the sport of competitive kart racing.

1.2              RULES FAMILIARITY: Individuals entering events as kart owners and/or drivers and those entering the pit area are required to be familiar with these regulations and any supplementary rules or instructions governing an event.  By participating in said events, all individuals are bound by said regulations, supplementary rules or instructions.

If you do not understand a rule, please ask a staff member  

1.3              SPIRIT and INTENT: Karting is a sport designed for the fun and enjoyment of the whole family.  These rules set forth are the standards by which karting at Jules Raceway will be guided.  Officials at events are authorized to decide if an equipment change or design is an attempt to circumvent the rules.  They can, and will, disqualify an entry in violation of the Spirit and Intent of these rules. 

1.4              REGULATIONS / SPECIFICATIONS: Within the regulations and specifications listed, any item that does not appear in print, or that is not called out, does not imply nor guarantee legality, and may be deemed illegal based upon the Spirit and Intent of these rules.

2.1              MEMBERSHIP: It is mandatory to be a member of Jules Raceway Championship point series in good standing, with appropriate dues paid and required documentation completed to be credited for points earned in an event and throughout the season. Membership is required after 2 race nights. 

2.2              MEMBERSHIP STATUS: Membership are active from April 1st thought October 31st

2.3              MEMBERSHIP FEES:  Membership dues are Seventy Five dollars ($75.00) per year (Family of four) .Twenty Five($25.00) for each additional member.

2.5              INSUFFICIENT FUNDS: failure to properly pay registration, entry and/or pit fees, including uncorrectable checks, may submit individuals to disqualification from event and/or suspension of membership privileges.  A twenty-five dollar ($25.00) NSF (non-sufficient funds) fee will be applied to all returned checks and no further checks will be accepted for the remainder of the season.
 

 

3.1              MINORS: It is mandatory for persons under 18 to have properly executed and submitted to Jules Raceway Inc. for file, a Minor Release Form prior to competing in an event.

3.2              AGE GUIDELINES: Jules Raceway will use WKA age rules as a guideline only.  Certified Birth Certificate or other documentation will be required at Jules for all drivers under the age of 18. 

3.2.1    Drivers that wish to move up to a higher age division and are within 1 year of
            division’s age guidelines are required to start in the rear of the line up for a
            maximum duration of 5 racing weekends. This duration can be changed at the
            discretion of Jules Raceway Inc. as to the driver’s ability. 

3.3              IDENTITY OF ENTRY: The driver is the official entry for any event.  Once an official lap through scoring has been made, that driver cannot be changed. 

3.4              POINTS TO DRIVER: Driver will get the points for his or her finishing position of all competitors in same event. A kart frame may not be changed without the approval of the scorers prior to the start of any race. Any change in kart frame will cause the driver to start in the back of all remaining races in that days events
 

 

4.1              CONDUCT: ALL PERSONS ENTERING THE PITS shall conduct themselves in an orderly manner.  Physical violence or abuse of any Individual: Official, Participant, Spectator, etc., at the site of a Jules Raceway Inc. event will subject the offender to immediate ejection from the event site and possible suspension of membership privileges. 

4.2              VERBAL ABUSE: Verbal Abuse or threats directed at ANY individual will subject the offender to immediate ejection from the Jules Raceway Inc. event site and possible suspension of membership privileges.

4.2.1        PROFANITY: The use of Profanity WILL NOT be acceptable at any time. 

4.3              PIT CREWS: Unacceptable actions of pit-crew members/family members may subject the driver to penalty or disqualification from an event or suspension of membership privileges. 

4.4              PROHIBITED SUBSTANCES: All individuals entering the restricted area (pits) of a Jules Raceway Inc. event shall be sober and not under the influence of any substance that may impair their ability to participate in a safe and orderly manner. If, in the judgment of the officials in charge, an individual is under the influence of alcohol of any other controlled substance during the period of an event, they will be ejected from the restricted area and / or the event site immediately.

4.5              RESTRICTED AREA: All individuals entering the restricted area of a Jules Raceway Inc. event site must sign and execute all insurance related documents as prescribed for that event.  Failure to do so will subject the individual to removal from restricted area.
 

 

5.1              *MANDATORY DRIVERS MEETING: It is mandatory for ALL drivers to attend , Jr.drivers are required with at least one adult guardian .  If you are unable to attend the drivers meeting you are required to report to the Jules Raceway Staff.    This meeting could give important information regarding the evening�s events as well as information about upcoming events. Failure to attend could result in a rear starting position for the night. 

5.2              STARTS: Race starts will be on the front straight away by the flagman.  Acceleration in not allowed until the green flag has been displayed.  Anyone accelerating before the green flag has been displayed will be penalized.  No slingshot starts allowed.  (Slingshot starts: slowing prior to the green flag and then accelerating just before the green is thrown so that you have a momentum advantage over the other competitors when the race starts.) 

There will be two (2) attempts at a double file start.  If a double file start has not been successful after the second try, a single file start will be used.  The original line up will be used as the standard for single file starts.  (Except for anyone who was penalized, the penalized driver will start where the officials designate.) 

On single file starts the track will stay green unless the track is blocked or a competitor is at risk or injured.  On restarts, if needed after an incident has brought out the yellow flag, kart engines may only be started by assigned personnel in the designated area specified by the race official. 

5.3              ONE-MINUTE RULE: There will be NO waiting on the grid.  When the grid steward releases the karts, drivers must be ready.  If a kart has a problem when the grid is released, the one-minute rule will apply.  After one minute, the grid will be closed and no more karts will be allowed to enter the track. 

5.4              SPORTSMANLIKE DRIVING: The spirit and intent of sportsmanlike racing competition is to proceed on the track without touching or endangering the karts of other competitors.  Inadvertent contact is a reality of racing, however, if in the judgment of the on track officials, a participant is bumping, crowding, blocking, or pushing other participants in other then an inadvertent manner, that participant shall be subject to immediate disqualification from the event and possible suspension of membership privileges.  In practice or race, any unsportsmanlike conduct may result in disqualification from event and / or suspension of membership privileges. 

5.5              LAPPED KARTS: Participants about to be lapped by faster competitors are responsible for being aware of the faster approaching karts.  If, and when, a full course caution has come out, all karts that are one (1) or more laps behind the leader will fall back to the end of the racing order behind the lead lap karts and line up in the appropriate order in their current race position. 

5.6              STOPPING ON THE TRACK: If for any reason a competitor is forced to stop on or near the course, it is the responsibility of the competitor to assist the removal of the kart to a safety zone as quickly as possible.  If, in the judgment of on track officials, a participant is driving, slowing, or stopping, with the intent to bring out a yellow flag, the participant shall be subject to immediate disqualification. 

5.7              SLOWING ON THE COURSE: When a kart slows from racing speed on the course, the driver must signal such to approaching competitors by raising  an arm high enough to be clearly visible from behind.  This requirement includes slowing to enter pit lane both during and after an event. 

5.8              YELLOW FLAGS: Yellow flags are FULL COURSE YELLOWS. Yellow flag laps and pace laps are run at a slow speed.  DO NOT race back to the start / finish line under a yellow flag condition. 

5.9              ACCIDENTS: Karts involved in an accident will be required to stop for inspection by the officials in charge.  No pit personnel are permitted on the track while a race is in progress or during yellow or red flag periods, except with specific permission from the officials in charge.  Any competitor who is, or appears to be injured or involved in any incident that causes a yellow or red flag shall be placed at the back of the restart order.  Involved parties may be disqualified at the discretion of the race official.

5.9.1       TAP RULE: If more than 1 Kart is involved in a yellow or red flag racing situation, all involved drivers will have the opportunity to admit fault. Admitting fault will be displayed by tapping one�s helmet at a track official. This admittance will then put the driver to the rear of the field thus avoiding the possibility of a black flag. All other drivers will then get their previous spots back.  Drivers positions will be determined by the last completed lap raced. Drivers will only be allowed 1 tap-out per race.

5.10          RESTARTS: Restarts after either a yellow or a red flag will revert to the most current order of the last completed lap with all involved parties moved to the rear or disqualified. 

5.11          RECKLESS ENDANGERMENT: In the event that a competitor repeatedly causes three (3) yellows in one race, for whatever reason, he or she shall be disqualified (shown a black flag), at the race officials discretion, for that specific race, so that the race may resume in a safe manner. Racing is not a contact sport, although it is understood that some inadvertent contact may in fact occur, intentional bumping, pushing, crowding, spinning, etc., will be grounds for disqualification. 

5.12          COMPLETE RACES: Races completed due to a red flag will revert to the most current order of the last completed lap with all involved parties moved to the rear or disqualified. 

5.13          COURSE MARKINGS: Course markings such as: curbs, pylons, cones, or other markings so designated by the race official must be observed by all drivers at all times.  If, in the opinion of the race official, a participant is purposefully ignoring course markings, the participant will be subject to disqualification from the event and / or suspension of member privileges. 

5.14          EXITING DURING A RACE: If a driver chooses to exit the track after an official lap has been completed, that driver shall not be allowed to re-enter the track for that race. 

5.15          EXITING TRACK: At the completion of a race, all karts must complete one cool down lap before exiting the track.  Also all karts must proceed to the area designated by the official or they will be ineligible for points and / or awards.  Unnecessary, unsportsmanlike conduct after the checkered flag has been displayed will subject the driver to disqualification for that race. 

5.16          DISQUALIFICATION: In the event that a driver is disqualified from his or her class for any reason, that driver will be penalized by a loss of points for race or event in his or her class.  The driver may not use it as a drop event for championship points. Blatant attempts to circumvent engine, chassis, or tire rules shall subject the competitor to immediate disqualification, suspension, and immediate loss of all points accumulated.  Any attempt to counterfeit or remanufacture OEM parts will subject the competitor to the penalty of not using the offending event as a drop race. 

All illegal parts shall be confiscated by Jules Raceway and will be
returned to the owner at the end of year awards banquet. 

5.16.1    KID-KART: Any kart or motor can be teched at anytime. Inability to pass tech will result in the confiscation of illegal part or parts and a fifty-dollar ($50.00) fine will be imposed on that kart team.  The $50.00 fine must be paid before the start of the next kid kart race.  All confiscated illegal parts will be returned at the end of the season.

5.16.2  Only box stock Comer clutches as shown by Jules Racing can be used. 

5.17          POINTS: To receive events points an entrant must take the green flag, report to and be weighed at the scales and pass a post race tech, if required.  To receive champion�s points in each class entered, a participant must be a Jules Raceway Inc. member.  For championships there will be three (3) drop events used to determine the class champion.  They will be determined by the staff,

5.18           on an individual basis.  Events eligible for drops would include: missed events, mechanical failure, events that the driver is unable to complete, or the three (3) lowest scoring points events of eligibility. D.Q.�s for any reason are not eligible as a drop. 

5.18     SCRATCHED ENTRIES: In the event of a scratched entry the space shall be filled:    

a)      If on the grid, by crossing over to make the starting order proper based on the karts available for the event.

If on the track, by moving forward directly.
 
 

6.1             CONTROL OF RESTRICTED AREAS: The restricted area of the track requiring pit pass for entrance is under complete control of the assigned officials.  All persons entering this area are subject to all regulations and may be ejected from this area by the officials in charge. 

6.2              INSURANCE REGULATIONS: Persons entering the pit and / or restricted areas must comply with all insurance regulations and registration procedures.  Failure to do so, or entrance by fraud, deceit, or passage into area except by designated gate(s) will subject individual to immediate removal from the restricted area and possible suspension of membership privileges. 

6.3              FIRE EXTINGUISHERS: Each entry at event must have a minimum of one 2.5lbs. dry powder or chemical fire extinguisher within their possession. 

6.4              NO DRIVING IN THE PITS: Karts will not be moved under power in the pit area.  No bikes, scooters, skateboards, etc., once practice begins.  Golf karts may be used by the handicapped or officials only.

6.5       FUELING: Karts are to be fueled in the pit area only.  During refueling, engine must be stopped and the driver must vacate the kart.
 

 

7.1             *PROTESTS: Any driver can protest a engine of another driver that finishes any position in front of them. The driver must notify a track official within 10 minutes of the conclusion of the race with $150.00 cash. $25.00 will go tech, and $125.00 will go to the winning party of the protest. If the engine is found illegal, the kart will lose all points for the entire night.
 

 

8.1              SUSPENSION TERMS: The president may suspend, for an indefinite period of time, any individual upon a finding of violation of any rules and regulations of Jules Raceway Inc., or for any just cause. If such action is determined by the president to be in the best interest of Jules Raceway Inc..
 

 

9.1              RIGHT TO REFUSE: Jules Raceway Inc. reserves the right to refuse any entries at any event(s). 

9.2              INSPECTION: The tech official or pre-inspector may require any competitor to submit to technical and / or safety inspection at any time.  Failure to do so may result in loss of all points and awards for all classes ran at that event and may result in suspension of membership privileges. 

9.3              Post race inspection will take place in the tech area immediately following the race. Only one person per kart will be allowed in the tech area unless the driver is a junior driver in which case a guardian is required to accompany them. 

9.4              IMPOUND AREA: Karts retiring from an event must weigh in and proceed to the impound area or they will be ineligible for point and / or awards.  Entrants competing in more than one class with the same kart must weight in at scales and then proceed to the tech area, to be teched.  Failure to do so may result in loss of all points in all classes run at that event and may result in suspension of membership privileges. 

9.5              BALLAST: All weights added to the kart are to be securely fastened to the kart and be either cotter keyed, safety wired, or double nutted.  All weights added to kart must be painted white or taped a bright color and have the kart number on them. Weights lost during a race will result in an automatic disqualification. 

9.6              STEERING WHEEL FAIRING: A steering wheel fairing may not be used by any entrant competing in either the Kid Karts or the Purple Restricted Classes. 

9.7              BUMPERS: All entrants competing in Jr. Sportsman Classes (any restricted class except champ karts) are required to have at least half of the rear tires covered by a bumper. Bumpers must be factory, unaltered bumpers. 

9.8       Champ Kart Rear Cones are optional: If Champ Kart does not have rear cone a regular number-plate will be required. Bumper and sides should have no sharp edges.  Sides should be plastic, not metal. 

9.9              *TIRES: All entrants are required to run production Burris Tires, except Kid Karts. All tires must be used the entire night, 2 heat races and feature. The local option classes must use Burris tires, no cutting or prepping allowed. Only water-soluble solutions to clean tires only will be allowed. Tire failure must be reported to staff.

9.10          CATCH CANS: Oil catch cans that are attached to rear bumper will not be allowed. 

9.11          NUMBERS: Contrasting numbers must be displayed on all four sides of the kart.  Champ Karts will have three numbers displayed.  Numbers must be at least six (6) inches tall and made of a non-reflective material or non-metallic. A particular number can only be used once per class.  Preference will be given based upon the order in which we receive membership.  If the official scorer determines your numbers are not legible you will be required to change them. 

9.12          CLASSES: Classes with more than five (5) karts will race by themselves. Classes with three (3) of four (4) karts should expect to race with another class.  Three (3) karts are needed to make a class. 

9.13          VENDORS: Any vendor wishing to sell new equipment Jules Raceway events must first have permission from Jules Raceway Inc. president.
 

 

10.1          HELMET: All entrants must wear a full-face helmet.  (Snell 98 equivalent or higher). 

10.2          NECKBRACE: Collar type, unaltered neck braces designed for motorsports are mandatory. 

10.3          EYE PROTECTION: Eye protection is mandatory.  Full Visor integral with helmet. 

10.4          DRIVER APPAREL: Drivers are required to wear a minimum: Jackets of leather, vinyl, or abrasion resistant nylon or equivalent and full length pants to avoid abrasions.  Shoes, Socks, and gloves are also mandatory.  No loose clothing or anything with a hood allowed. 

All Champ Kart Drivers: A Full Fire-Resistant driving suit and arm restraints are mandatory to compete to Jules Raceway.  All Champ Karts are recommended to have a fire-resistant helmet liner or Head Sock and socks.
 
 

11.1          FORMAT: Events will consist of two (2) practice sessions, 2-10 lap races and 1-18 lap feature (unless specified by race official).  For special events, the feature race will be no longer then thirty (30) laps for the jr. classes, 2-cycle stock, and open.  Special events will have no longer than sixty (60) laps for all senior classes.  Starting positions for the heat races are determined by draw.  Positions are reversed for second heat.  The finishing order in the feature will determine the trophy point�s winner of the day.  A kart / driver must take the green flag in order to receive points.  Karts not finishing the race (DNF) shall receive points based upon its actual finishing at the conclusion of the race.  Points accumulated for the year shall be the combination of heat and feature race finishes combined throughout the year. 

11.2          FORMAT ENTRIES: If there are 14 registered karts in a class, all karts for that class will race together. If there are 15 or more registered karts for that class then the class will be divided into 2 groups. The top 12 heat race finishers will qualify for the A- feature. The remaining karts will then race a B feature with the top 2 finishers transferring  into the A feature. 

11.3          POINT VALUES:

11.4          RAIN OUT: Rain-out: In the event of  a rain out, if the 1st set of heat races are complete, the racing event will be considered completed and no refunds will be granted. All registered drivers will then receive their racing position points for the heat race and 180 points for the event. In the event of a rain out and the entrants have not completed the first set of heat races, all registered race entrants will receive free registration at the decided rescheduled race event. Pit pass fees are non-refundable under any circumstances.
 

 

12.1        *ENGINE: Jules Raceway Inc. will operate under the World Karting Association and the International Karting Federation engine specifications (Declaration must be made at Tech).  Neither the WKA nor the IKF are affiliated with Jules Raceway Inc. The same engine must be used the entire night for both heats and feature. Engine failures must be reported to Jules Raceway staff. 

12.2        Local Option 206 engine: WKA specification. Rules subject to change do to newness.  WKA is not affiliated with Jules Raceway Inc. 

12.3        CHASSIS: Jules Raceway Association will operate under The World Karting Association Speedway Dirt Series Specifications.

12.4          FUEL: Subject to all tests by Jules staff at any time Dirt will not be a D.Q. item. Jules Raceway staff could take up to 24 hours to determine  results.
 

 

13.1          CHECKERED FLAG: The race is finished.

13.2          WHITE FLAG: One lap to go in the race. If a Yellow flag is displayed during the white flag lap, the race will be scored as the last completed lap with the karts that caused the yellow being scored last. 

13.3          BLACK FLAG: Rolled Black Flag means that you are on the border of getting disqualified.  This is a warning for unsportsmanlike conduct, rough driving, etc.  You will only be warned one (1) time.  The next offense will result in a waiving black flag.  This means that the driver has been disqualified from the race.  (This does not mean however that a driver is entitled to a first warning, and driver may receive a waived black outright)The driver must exit the track immediately if he or she receives a waived black flag.  Failure to heed the black flag may result in suspension of membership privileges. If a driver receives two(2) warnings in a night, on the third(3)offense the driver will be D.Q. for the night. 

13.4          RED FLAG: All competitors are to stop as quickly and safely as possible at a point designated by an official. (Any kart that has flipped or rolled over, causing the red flag to be thrown must have on sight medical clearance before being allowed to restart the race). 

13.5          GREEN FLAG: The track is clear for racing. 

13.6          YELLOW FLAG: Indicates caution on the track.  Do not race back to the start / finish line.  Slow your pace, a yellow flag is a full course warning.

13.7          TRAFFIC FLAG: Blue with orange stripe.  Participants about to be lapped by faster competitors need to be aware of the traffic flag and need to move to the outside groove until traffic passes. This flag is thrown to ensure the safety of all drivers in the race.
